This is an open letter which will be displayed on websites including www.unrgrandjury.com and www.patriotsforpolygraphs.net .

As an independent volunteer ombudsman for the people of Nevada, it disturbs me greatly that polygraph examinations are not fully employed in defending justice and decent government in our state.

I request that you volunteer to undergo a credible polygraph examination bearing on your personal integrity and the character of Nevada government. Questions to include, in part:

Are you attempting to frustrate, undermine, and otherwise prevent a credible and comprehensive grand jury investigation into alleged criminal activities at the University of Nevada, Reno (UNR)?

Letter to UNR President Milton Glick: January 12, 2010

Dear Dr. Glick:

This is an open letter which will be displayed on www.unrgrandjury.com .

As an independent ombudsman for the people of Nevada, the following report has come to me from a highly-trusted source:

In its privacy policy statements, UNR says, "we respect your privacy," but does not explicitly state whether e-mail communications are secure or not.

With regard to some websites, UNR says, "Sometimes... we acquire, record and analyze portions of the data that is entered into, stored on, and/or transmitted through this site by you. This information is only released – when legally required – to help law enforcement investigations, legal proceedings or internal investigations. These groups would use the information to track the electronic interactions back to the source computer(s) or account(s)."

This clearly means administrators can access the data (e-mails)
transmitted through their servers if they decide to.....

We have reports of illegal access going on routinely.....

Dr. Glick, do you disagree with the subject report? Are e-mail messages employing UNR servers secure? Do any UNR employees or other persons, having access to the workings of UNR servers, abuse the privacy of persons using said servers for e-mail messaging? What checks and balances are in place to prevent improper monitoring of e-mail messages by persons lacking integrity? When judges visiting the National Judicial College take lodging at any UNR facility, do they employ UNR servers for transmitting e-mail messages? If so, are said messages ever read by other persons, in UNR context, who have no right to violate the privacy of those judges? Do you agree that judges may sometimes employ e-mail for treating sensitive matters? What are the names of all persons who have official UNR authorization to read e-mail messages authored by other persons? Is any UNR server programmed to automatically forward any email messages to any other computer or server? Has any person who employs UNR servers for e-mail messaging ever signed a statement authorizing university monitoring of such messages?

Dr. Glick, your personal reply is requested in writing prior to January 31, 2010. Thank you.

How to Achieve Merit at UNR

Evidence presented at the September 17-18 evidentiary hearing indicates
that at UNR, people get ahead in some novel ways, including violations
of federal and state laws. Examples include:

SEXUAL HARASSMENT--Tom Judy, Robert Karlin, others

PERJURY--Cary Groth, Chuck Hilsabeck, Kent Robison, Mary Dugan, many others

FRAUD AND FORGERY--Patricia Cashman

FALSIFICATION OF PUBLIC RECORDS--Lawyers representing the law firm of 
McDonald Carano Wilson; Kent Robison, Chuck Hilsabeck, and others

TRANSMITTING PORNOGRAPHY USING UNR SERVERS--Todd Renwick

BID-RIGGING--many

ANIMAL ABUSE FOR PROFIT--Zanjani, many others.

In every case listed, the UNR President (recently, Milton Glick) has been repeatedly informed of these acts. In most cases the President (or his designees) attacked the informant and in other cases he has actually rewarded the person who violated the law (e.g., Groth, who was given a new, 3-year contract).

Milton Glick has been requested to undergo a polygraph examination
regarding his involvement with alleged criminal activities at UNR.
President Glick is not expected to accept this request.

Judge Orders Grand Jury Investigation of UNR!

On May 14, 2008, Petitioners Richard Schweickert, Terri Patraw, and Lane Grow filed a Petition to convene a grand jury investigation of public corruption at the University of Nevada, Reno. The affidavits and complaint exceed 1700 pages. 

Judge Connie Steinheimer issued an order on December 10, 2009, granting the Petition in part. Attached is the conclusion from the order. The Judge filed her findings in support of the grand jury petition under seal to protect the secrecy of the grand jury proceedings.

In her ruling, Judge Steinheimer found that “Petitioners have met their burden as to reasonable evidence existing to refer some matters to the grand jury for investigation. The specifics of those matters have been addressed in the sealed order filed contemporaneously with this public decision.”

“We are delighted that Judge Steinheimer recognized that there is evidence of crimes committed by UNR officials. A lot of time, effort, and investment went into this Petition on behalf of UNR students, student-athletes, and employees, as well as the taxpayers of Nevada. This is a big step forward to clean up public corruption at UNR,” said Schweickert. 

Throughout the process, six of eight state judges in the Second Judicial District recused themselves due to conflicts of interest with UNR officials. One of these judges, Janet Berry, actually denied the petition. However, the Petitioners successfully appealed Judge Berry’s decision to the Nevada Supreme Court. Upon remand back to Judge Berry, Petitioners asked for Judge Berry’s recusal based on evidence of a conflict of interest, which eventually led the case to be assigned to Judge Steinheimer. On September 17-18, 2009, several Nevada citizens testified and presented evidence of crimes committed by UNR officials at an evidentiary hearing in the Second Judicial District Court before Judge Steinheimer. In addition to the testimony, which covered a small sampling of the evidence, the citizens submitted over 5000 documents of supporting evidence. 

“Judge Steinheimer’s ruling is the beginning of an era where the people can take back control by exposing corruption, which has infiltrated the Nevada System of Higher Education,” said Grow.
“We hope this encourages more taxpayers to fight back against public corruption.”

Grow was recently reinstated to his position in the UNR Police Department by the state personnel commission after he presented evidence of a retaliatory termination by UNR Police Chief Adam Garcia.

Petitioners brought forward a large number of allegations and a fraction of them were dismissed by Judge Steinheimer. For many of the allegations that were dismissed the Judge argued the statute of limitations had expired, rather than lack of evidence. The Petitioners plan to appeal the dismissal of some of the allegations to the Nevada Supreme Court.

RALLY DEMANDING ACTION TO BE HELD IN 
                            UNIVERSITY OF NEVADA RENO CORRUPTION CASE

A public demonstration to bring attention to the criminal corruption case pending against the University of Nevada Reno has been set for Friday, October 30, 2009, at Noon in front of the Second Judicial District Court, 75 Court Street, Reno, Nevada.

Outraged citizens and the community have rallied together to demand truth and transparency in an ongoing battle to bring officials at UNR before a Washoe County Grand Jury on corruption and other criminal charges. Evidence supporting a Grand Jury investigation was presented to Second District Court Judge Connie Steinheimer in a hearing held on September 17-18, 2009. Throughout the hearing officials at UNR were characterized as a RICO organized crime network. Previously two citizens and a member of the Nevada State Law Enforcement Officers’ Association (NSLEOA) attempted to bring this case to the Grand Jury in Washoe County, but were denied by the District Court. The information was then sent to the Nevada Supreme Court, which subsequently ordered the lower court to conduct the formal hearings in September. If reasonable evidence was brought forth, the District Court was ordered by the Supreme Court to impanel the Grand Jury. The decision of Judge Steinheimer in this matter is anxiously awaited by all concerned, including the student community at UNR.

On October 15, 2009, Sergeant Lane Grow of UNR PD, a member of the NSLEOA, was reinstated with back pay during a hearing with State Personnel, after he had been wrongfully terminated by the University and UNR Police Chief Garcia in retaliation for speaking out. “This is not just an airing of dirty laundry. Officials at UNR have been able to avoid a real investigation for too long.” said NSLEOA President Ron Cuzze. “Impaneling the Grand Jury will insure that the truth comes forward and those responsible for criminal acts and corruption at UNR are held accountable.” The Nevada Law Enforcement Officers’ Association represents members working for the University of Nevada Reno Police Department, as well as sworn officers in state service throughout Nevada.

In addition to the NSLEOA, organizations supporting the request for a Grand Jury investigation of UNR are the Nevada Association of Public Safety Officers (NAPSO) and the Reno Outreach for Animal Rights (ROAR).

Officials at the University of Nevada, Reno (UNR) and their legal counsel have defrauded Nevada taxpayers of millions of dollars according to evidence presented by several Nevada citizens. These UNR officials exercise critical control and intimidation over the press in northern Nevada, and UNR has tried for years to keep these crimes from the public.

Evidence of crimes committed by these officials includes fraud, embezzlement, bid rigging, animal abuse for profit, falsification of evidence, falsification of public documents, perjury, subornation of perjury, abuse of power, forgery, witness intimidation, civil rights violations, and police department crimes. The UNRPD is used as a tool to protect the public corruption operation and to harass and intimidate whistleblowers. Unlimited taxpayer dollars are spent on UNR's legal protection.

Citizens testified and presented evidence of these crimes at an evidentiary hearing in the Second Judicial District Court of Nevada on September 17-18, 2009. In addition to the testimony, which covered a small sampling of the evidence, the citizens submitted over 5000 documents of supporting evidence.

UNR was characterized throughout the hearing as a RICO operation. Evidence revealed that various departments at UNR are working together in a criminal manner to cover up crimes and to retaliate against those who report crimes, with the full knowledge, approval, and coordination of the President’s Office.

Attached to this email, in 4 PDF files, is the court transcript from the hearing. A table of contents is attached for convenience.

The judge must now issue an order with findings as to whether there is reasonable evidence to convene a grand jury investigation of UNR. Through a grand jury investigation criminal indictments would be sought against UNR President Milton Glick, Chief of Police Adam Garcia, Athletic Director Cary Groth, General Counsel Mary Dugan, and several other UNR Officials. UNR spokespersons Jane Tors and private attorney Kent Robison are also implicated in the criminal allegations. Statements by these individuals to the press are nothing more than damage control on behalf of themselves and UNR, again at the expense of the taxpayers.

Conflicts of interest between UNR and the offices of the Nevada Attorney General and the US Attorney were also exposed at the hearing. These conflicts of interest have led to a cover-up of crimes committed at UNR from Nevada's top investigative agencies. A grand jury investigation by Nevada citizens, led by a prosecutor independent of Nevada politics, is critical to ensure an honest and proper investigation of UNR officials.

Because the Reno Gazette-Journal protects the UNR leadership and has failed in its responsibility to report the truth to its readership, it is vitally important that this email and attached transcript be forwarded to friends, family, and co-workers. As the evidence reveals, taxpayers, students, and local businesses are being defrauded out of millions of dollars by a corrupt UNR leadership. Citizens need to spread the truth and put a stop to corruption at this institution of higher learning.
